Erm..probably not the right time. Some months ago, she gave us 4.19% 5 yr fixed with Air Miles reward and that was the best rate at that time. http://www.redflagdeals.com/forums/showthread.php?t=230660&highlight=4.19

She was quite helpful to get that rate for us back then, so we recommend her, because people said it was only available for new house of some builders, and it also should have increased by the time we applied, but she could still get it for our resale house.

You can always get a pre-approval from smaller financial institutions and bring the paper to the major banks and ask them to match it. We did that several times and so did our friends and the banks always matched it for us.

The special rate is obtainable from a bank when the rate was just changed for a few weeks. Since now the rate had changed for a quite some time, unless its pre-approved, its almost impossible to obtain the rate it was before.
