Afraid you have to call and ask CRA regarding this matter if you want to do everything right. I(personally opinion) think the tax rate/duty imposing depends on how much you import/export and if the export/imported goods can still be treated under NAFTA. Very likely you won't get any real authorative advice here---you have to realize, most of people hanging around here know Peeeeeee...(including myself sometimes)

1. 你的问题太大，相信一般不好回答。
2. 14%是什么？8% PST+6% GST吗？如果是，进口没有PST
3. 至于关税，是根据货物来的，从0%到几十都有
4. 如果再出口到美国，这就与北美自由贸易协定有关了

最后，如果你的确需要知道这方面的情况，你可以到CBSA (Canada Border Serices Agency) 找这方面的资料，其中有一本小册子<<Step by Step Import>>(好像是这个名字)，里面有详细介绍。
