I referred by Minister of Justice du Quebec concern I being immolated by legal and justice system, which you may find my summary I sent to the Quebec Chief Crown Prosecutor Department, and I also sent to your department by e-mail on the June 25th 2006 by the address of: webmaster@spcum.qc.ca.
Since I didn’t get any response, now I resend it by fax, which also includes support letter from Chinese Family Services of Greater Montreal, and the referral letter from Minister of Justice du Quebec.

I am afraid to file a complaint since most the time, the complaint never able to resolve any. Since then Justice du Quebec suggested again, so I am willing to try. Unfortunately, my situation only is only getting the worst, which you would experience from my summary of being a victim of crime and injustice.
I am writing to you again since it is your duty to protect the citizen if MUC Police department did something wrong to my life, and I would like you to know what the government system is treated his own citizen by the fact the citizen was contributed in order to help MUC Police to protect the public, which the system destroyed my family and my life giving the fact that even those criminals never punished; instead:
The criminals succeeded to illegally took over my business, run my business for over three years, and even surprisingly replaced my position to get compensation from my landlord to move out my business from my premise; furthermore to hidden my assets away…
You might wondering what is MUC Police and Crown Prosecutor both department doing, which I had the same wonder as you do. However, even I had response letters from the chief of MUC Police (year 1998 and year 2002), which my complaint still rejected by MUC Police, Crown Prosecutor, both level of Human Rights, both level of minister of Justice…
The only department was willing to help me is Quebec Ombudsman; but because of powerless which you could experience from its investigator Me France Hudon-Szigeti’s replied on June 6th 2004 “I got your statement. I thank you for your good words and hope for the best for you and your family after such a "saga". I am sorry to have been unable to help you more.”
Since MUC Police claimed my situation became civil matter that I have to hire lawyer―by then my life even got worse, which you would experience from the summary of Nightmare. And I have to deal with the Quebec Bar, which became another nightmare…
In past of these ten years, I was being immolated several times by MUC Police. For example: I was accused as a killer in 1991 which I was at Van Horne park with my family that both MUC Police officers apologized to me by my request since they just made a fan on me;
I am being immolated in 1996 when MUC Police wants to use me to against my former boss Frankie Chen and his brother in law Daniel Yuan since they have mafia background; giving the result that I spent my own expenses forced Frankie’s restaurant went to bankruptcy in order to let the kitchen staffs able to keep the job;
But once I purchased the bankruptcy restaurant that I have to spent another expenses to buy another restaurant to relocate the bankruptcy restaurant Sawatdee since the pressure from the mafias which MUC Police even can’t protect me, and just simply advice me to relocate my business;
I am being immolated in 1997 since MUC Police want to use me to against Enza Martuccelli in order to protect public, giving the result that MUC Police made me lost my business complete, which they even never try to arrest her even she was under court arrest order;
I am being immolated in 1997 since MUC Police didn’t take further action with my business sales $35,000 fraud by my former employee Qingrui He (who went to cooperated with Enza Martuccelli), which even released his both accounts that banks already frozen by my request;
I am being immolated in 1997 since MUC Police refused to take any action to stop Enza Martuccelli and Qingrui He illegally ran my business, which was reported by my former lawyer Stephen Anges his assistant France St-Denis, giving result that they successfully run my business for three years till they moved away my business and hidden my assets away;
I am being immolated in 2000 since MUC Police refused to take any action stop Enza Martuccelli and Qingrui He since I discovered that they want to remove my restaurant and assets away from the premise, which made them successfully took my compensation from my landlord and hidden my assets away;
I am being immolated by MUC Police in year 2001 since the young police team wrongly kicked me out from my own premise even I am holding new valid lease from Bank of Montreal with five years lease and five years till year option renewal till June 30th year 2011; since MUC Police refused to correct they mistaken, it cast me lost a chance to turn over a new page in order to start a new life;
I am being immolated in 2003 since MUC Police took the wrong impression of the hit & ran case, giving the result that MUC Police even never ask who did it to my car, which I had to face with Municipal court even one of the police officer punched me (I had a proof by the doctor that took away from me by the court), and I lost my car also I had to pay the fine;
I am being immolated in 2005 since MUC Police refused to take my complaint even I did by my own and I found both criminals―Enza Martuccelli and Qinrui He especially I found my assets that Qingrui He used it for his new opened restaurant:
Enza Martuccelli: For years already working at BRO, POLNICKY, LIGHTER Law-firm 500 D'Armes Place, Suite 2000, City: Montreal Province: Quebec Postal Code: H2Y2W2
Qingrui He: Owns depanneir under his wife at 1340 Maisonneuve E. And He also established Thai restaurant with my assets (Thai KOUT HE'S restaurant) at 1300 Maisonnueve E..
I being immolated in 2004 again since MUC Police wrongly made the armed aggression case became hit & ran; giving a result that till today my car insurance company still refused to pay my damages…
I am being immolated by civil court system: (500-32-015727-961)―Small Claim Court. Beginning of November 1996, Enza and He both showed up at the small claim court as witnesses to state a perjury to against Mr. Pan’s company MCY for the case Enza Martuccelli used MCY signed a contract of without Mr. Pan knowing defrauded Atllah Charles.
(500-05-2818-970)―Quebec Superior Court. September 27th 1996 MUC police arrested Qingrui He and pressed a charge on him for fraud (33-960927-033). Try to get away MUC police fraud charges, without any proofs Enza and He both fabricated a civil case―the case never continued up to today) claiming $400,000 damages from Mr. Pan plus equal shares from Mr. Pan’s company MCY. MUC police informed Mr. Pan don’t have to worry since it became a strong evidence to prove Enza and He both working together against Mr. Pan.
(500-02-084866-008―withdrawal on November 7th 2000)―Quebec Superior Court. April 14th 2000, Qingrui He started a new case to claim that He became 100% legal owner with Mr. Pan’s Sawatdee restaurant since He already run three years of Mr. Pan’s Sawatdee restaurant business, which He never continue the first case (500-05-028181-970―never continued up to today) that they were claim three of us has equal shares with Mr. Pan’s company.
(500-02-075939-996)―Quebec Superior Court. Year 2000, Caverhill Learmount Inc. (Mr. Pan’s landlord) wants to sell the building, since the buyer doesn’t want have restaurant, by then Qingrui He illegally took a position as defendant Mr. Pan’s company MCY to get compensation from Caverhill Learmount Inc. By then He moved Mr. Pan’s restaurant away and hidden Mr. Pan’s assets away. On November 7th 2000, Qingrui He withdrawal the case (500-02-084866-008) since He already made Mr. Pan’s assets illegally belong to him by the fact.
(500-05-046311-989)―Quebec Superior Court. The case was rejected since Mr. Pan no longer to have a lawyer, which appeal also failed since Mr. Pan doesn’t understand the legal procedures. But this case is concern his late wife Mrs. Pan (Cuiqin Ren) who killed by the hospital and the doctor with article 99, which Mr. Pan even never informed by the hospital and the doctor.
(500-17-020905-041)―Quebec Superior Court. The case was rejected on October 2004, and appeal also failed on February 2005. But it’s really unfair because Mr. Pan’s lawyer involved with malpractice that the case even didn’t registered with Mr. Pan his personal name, and the company his lawyer used was invalid, which easily for the bank kicked out Mr. Pan’s case.
Main point with this case was: since MUC Police wrongly kicked Mr. Pan out of his premise on year 2001 that Mr. Pan have a new lease from June 1st 2001 till June 30th 2006 plus five years option renewal, which caused Mr. Pan lost $6,000 rental advanced deposit, all the renovation cost, plus the shipment sent from Thailand all illegally took over by Bank of Montreal since MUC Police didn’t allow Mr. Pan take out anything from his premise―by the fact that MUC Police even refused to correct the mistaken they created to Mr. Pan.

I just recently spoken with the first crown prosecutor Me Jean Denis (514 939-2703) who believed was miscommunication which created me became a victim of the crime and injustice; and he convinced me again to forget the whole thing and restart a new life again. But how since no any department who willing to take the responsibilities, which my last hope was also destroyed by the young team of MUC Police?!
As you are the department who has a duty to make sure MUC Police would provide quality services to the public, did you accept the case went in this way since the criminals even never punished, instead the citizen who contributed for the public who life is totally destroyed… By then who else will after me willing to help the system in order to protect the public? It’s so easy for the government workers tells his citizen to just forget the whole thing, but did they even thought in this way this family’s whole life are totally ruined?!

Finally I received a response letter from you recently that I dropped my complaint to your office. I filed my complaint 6 years ago to you, it was never responded properly.
Through these years, I am always keep trying to reach your office regarding my complaint, unfortunately since I don’t know how to speak French, your office always handed up my calls even the lady spoken fluently English and she still keep repeating “I don’t speak English.”
Since MUC Police a lot of department too sensitive with language background especially I only able to speak English that caused my life became more difficulties to get equal service from MUC Police.
For examples: your letter dropped to me by Madam Francine Chometon, it with French language again and I have to get translator to make me understand what is your letter talking about.
I understood French language is official language in Quebec, and I am respect that. But it’s not my fault since 16 years ago when I just immigrated to Montreal that Quebec Immigration Officer refused me to toke French language course and he told me better I keep my job instead take a course;
I never had another chances since I was working for restaurant business with long hour everyday, and I failed to take a French course in 1998 since the western anti-depression treatment caused me had a very strong side effects.
Try to avoid this sensitive matter between French and English language and culture related for French Quebec and English Quebec, I always repeatedly request that if possibly name investigators and MUC Police officers with English speaking, but more requests I made, and more problems I got …
Please do understand I am not an enemy with MUC Police, reversibly in fact, I am the citizen who scarified my business, my personal, my family, my health and my life just as a favour to help MUC Police in order to protect the public although MUC Police even unable to brought the criminal to justice system…
It was me again tried my best brought the criminal met justice with an article “DEATH AND NOODLES” published on HOUR MAGASINE; what was the favour MUC Police returned to me? Forced me to shot up and keep quiet even judge Me Francoeur Maurice requested the criminal have a settlement with me before the court sentence her…
Moreover, as a return favour, MUC Police never accepted any my requests for protection even the criminal Enza Martucelli threaten my employee Qingrui He, without investigation MUC Police simply arrested him, put him to the criminal court, made him went cooperated with the criminal Enza Martucelli…
Furthermore, MUC Police let the criminals together stolen my business to operating, with my urgent request, MUC Police Fraud Division warns me that no longer to call them; in addition, when I reported the criminals got a compensation from my landlord, and hidden my assets, removed my restaurant Sawatdee from the premise, MUC Police looked at whole thing, just walked away pretended nothing happen…
Okay, I tried to accept the fact to walk away from the past restart a new life. But the favour from MUC Police is not complete yet:
Year 2001, my daughter released her education fund tried to let my family start a new life, unfortunately we failed again since MUC Police put its shoes in they claimed civil matter, put us in trouble, locked us out from our premise 5193 Decarie then just walk away again. It made us lost $100,000.00 just for the cost with Bank of Montreal that I worked for two years of the new project and result of Opium Thai project died…
MUC Police always claims these all matters belong to civil and MUC Police never has a jurisdiction since its duty is to protect the public to against the criminals. If these all belong to civil, why MUC Police arrested Enza Martucelli and Qingrui He from my restaurant Sawatdee?
If these all belong to civil, why MUC Police have to kicked us out from our premise we rented from Bank of Montreal that we have a lease to prove with our another proof of lease advanced payment cashed by Bank of Montreal its management company? Why?
If these all belong to civil matters, why MUC Police had put the criminals to the criminal court? Is this the good reason simply told me that MUC Police don’t have time and money to invest my case anymore since of the complex, and claimed they don’t want to waste citizen money just for my case since they have many thing to tare care?
Back to year-end of 1998, since RCMP sent me to file a complaint to against MUC Police base of the fact that no one want look at this matter, by then, I couldn’t get any fair treatment by MUC Police: they accused me for the language speaking, for the different of background of culture, even they don’t take recently my complaints once I got threaten by the criminals…
I don’t know why I am as an evil to the MUC Police, any calls I made even through by 911, every MUC Police places I went to, none one of single place wants to listen what I try to tell; they all said to me we don’t understand you what you try to say, and they even requested me to hire language translator to translate in French, and they requested me to hire lawyer to speak them…
With the fraud complaint against Bank of Montreal, MUC Police Mr. & Madam file to MUC Police Fraud Division on July 1st 2001, MUC Police Fraud Division never start any investigation, and they did same like my first and second fraud cases, simply just closed a case without mention―no phone call, no letter to mention for whatever…
Since I got referral letter from Justice Canada and Industry of Canada, MUC Police Fraud Division pretended that they agreed to review these cases I mentioned above, five months passed away again, they made me done all kind work for nothing―re-wrote each case summaries with English, Chinese possibly French, by computer excel to organize evidence…
All of my works done for nothing since they already planned that just to keep me busy. Five months passed away, they used different of excuses as “we don’t understand your language and we don’t know what do you try to say? Why you wait until today back to us?” They even never look at my evidence, claimed, “there is no crime, all these issues are civil matter. You are even not a victim.”…
Back to year 1991 summer, my late wife, my daughter Ruoxi Pan and myself we were in Van Horn Park join with Jamaica festival, two MUC Police officers from station 25 insulted me and accused “you are a killer”. I filed a complaint and request an apologize, the first thing station 25 did was check my ID, then told me I have to go back to the park to get an apologize. It made me back to the station several times since I made a long waiting at the place the station appointed, there is no one show up…
Recently happened yesterday, someone high speeded hit my car at front of 1654 Notre Dame west, the person who is a young man with French speaking, no insurance, no drive licence and car registration, I called 911 to have a report, with the antique store Michel R. Richard owner help, the car ran away. Surprisingly, when MUC Police arrived, they told me that I am the one responsible for the accident.
I disagreed, and I ask them why? I explained to them what was happened, they still repeatedly told me I am the one responsible and the best way is don’t make insurance claim fix it by my own expense. I made a complaint and I requested them to provide their names. They refused do so, and they requested me to show my drive licence, insurance policy and car registration.
I showed it to them. But they want to take away to make a report. I refused and I told them it’s useless since they claimed it’s my fault. One of the Police officer doesn’t let me go and he called his boss came over then they spoken French language each other although I mentioned to them since this is involved with me, better they speak English because I don’t understand French.
Front of my wife and our 18 months old baby girl, his boss yelled to me, “Give me your ****ing drive licence!” I couldn’t believe that could come out from his mouth, he repeated again, “Yes, I said. Give me your ****ing drive licence!” To protect my rights, I showed my drive licence to the public to them, but I refused to let them touch.
Then they accused maybe I don’t own the car. So front the public, I showed to them my car registration of my car insurance policy, and then I ask my wife to get in the car. One of the Police officer announced I am under arrest and told me to get a lawyer as soon as possible.
I asked them what is the charge? He told me that because I harassed and yelled to MUC Police. By then, he forced me to get out my car, I refused, he put his two hands in my car, one hand pull my body, and another hand try to take away my car key. With my wife crying request and ask public attention what MUC Police did to us? Then they backed up, and their boss left.
I never can believe this was MUC Police professional service: They warned us that we can’t leave before they give me a fine although I have no idea what is the fine for? It made us wait half hour for them to prepare the ticket that in the snowing day especially our baby girl has to stay in the frozen condition for their permission allow us to leave.
Furthermore, the one of the Police officer told me that I have to prepare for harassment charges against me by MUC Police, and he asked some people as witnesses then he went in the Michel R. Richard antique store to get another report.
But why things always went wrong ways? Actually, we are all immigrants―counting by nationalities, or counting by races; if compare with native American-Indian people at all of American, everything is belong to them anyway included air we are breathing with; even French and English were the earliest people immigrated into this land, we are still living on their land somehow. We should show our appreciations to their kindness instead we are arguing, fighting and discriminating each other.

Action Autonomie is a community based defense of rights group in mental for the Island of Montreal. Our mission is to defend and to promote rights for people living or have lived with mental health problems. To attain our objective we use individual accompaniment actions.
Through individual accompaniment Mr. Pan Zhen Guo’s situation came to our attention. According his well-documented information he seems to have victim of fraud on the part of a person with a respectable social status. This person seem to have taken advantage of Mr. Pan Zhen Guo’s Fragile health condition and the confidence in which he had in her to abuse him to the point where he has lost of his most economic savings.
This kind of situation as well as discrimination is part of some of the obstacles that people with mental health problems can go through. We at Action Autonomie think that all people should be treated equally regardless of their mental health condition.
In respect of our mission, we will continue to fight for people’ right in mental health and we are available for further information concerning our group.

I am being immolated in 1997 since MUC Police didn’t take further action with my business sales $35,000 fraud by my former employee Qingrui He (who went to cooperated with Enza Martuccelli), which even released his both accounts that banks already frozen by my request;
I am being immolated in 1997 since MUC Police refused to take any action to stop Enza Martuccelli and Qingrui He illegally ran my business, which was reported by my former lawyer Stephen Anges his assistant France St-Denis, giving result that they successfully run my business for three years till they moved away my business and hidden my assets away;
I am being immolated in 2000 since MUC Police refused to take any action stop Enza Martuccelli and Qingrui He since I discovered that they want to remove my restaurant and assets away from the premise, which made them successfully took my compensation from my landlord and hidden my assets away;
I am being immolated by MUC Police in year 2001 since the young police team wrongly kicked me out from my own premise even I am holding new valid lease from Bank of Montreal with five years lease and five years till year option renewal till June 30th year 2011; since MUC Police refused to correct they mistaken, it cast me lost a chance to turn over a new page in order to start a new life;
I am being immolated in 2003 since MUC Police took the wrong impression of the hit & ran case, giving the result that MUC Police even never ask who did it to my car, which I had to face with Municipal court even one of the police officer punched me (I had a proof by the doctor that took away from me by the court), and I lost my car also I had to pay the fine;
I am being immolated in 2005 since MUC Police refused to take my complaint even I did by my own and I found both criminals―Enza Martuccelli and Qinrui He especially I found my assets that Qingrui He used it for his new opened restaurant:
Enza Martuccelli: For years already working at BRO, POLNICKY, LIGHTER Law-firm 500 D'Armes Place, Suite 2000, City: Montreal Province: Quebec Postal Code: H2Y2W2
Qingrui He: Owns depanneir under his wife at 1340 Maisonneuve E. And He also established Thai restaurant with my assets (Thai KOUT HE'S restaurant) at 1300 Maisonnueve E..
I being immolated in 2004 again since MUC Police wrongly made the armed aggression case became hit & ran; giving a result that till today my car insurance company still refused to pay my damages…
I am being immolated by civil court system: (500-32-015727-961)―Small Claim Court. Beginning of November 1996, Enza and He both showed up at the small claim court as witnesses to state a perjury to against Mr. Pan’s company MCY for the case Enza Martuccelli used MCY signed a contract of without Mr. Pan knowing defrauded Atllah Charles.
(500-05-2818-970)―Quebec Superior Court. September 27th 1996 MUC police arrested Qingrui He and pressed a charge on him for fraud (33-960927-033). Try to get away MUC police fraud charges, without any proofs Enza and He both fabricated a civil case―the case never continued up to today) claiming $400,000 damages from Mr. Pan plus equal shares from Mr. Pan’s company MCY. MUC police informed Mr. Pan don’t have to worry since it became a strong evidence to prove Enza and He both working together against Mr. Pan.
(500-02-084866-008―withdrawal on November 7th 2000)―Quebec Superior Court. April 14th 2000, Qingrui He started a new case to claim that He became 100% legal owner with Mr. Pan’s Sawatdee restaurant since He already run three years of Mr. Pan’s Sawatdee restaurant business, which He never continue the first case (500-05-028181-970―never continued up to today) that they were claim three of us has equal shares with Mr. Pan’s company.
(500-02-075939-996)―Quebec Superior Court. Year 2000, Caverhill Learmount Inc. (Mr. Pan’s landlord) wants to sell the building, since the buyer doesn’t want have restaurant, by then Qingrui He illegally took a position as defendant Mr. Pan’s company MCY to get compensation from Caverhill Learmount Inc. By then He moved Mr. Pan’s restaurant away and hidden Mr. Pan’s assets away. On November 7th 2000, Qingrui He withdrawal the case (500-02-084866-008) since He already made Mr. Pan’s assets illegally belong to him by the fact.
(500-05-046311-989)―Quebec Superior Court. The case was rejected since Mr. Pan no longer to have a lawyer, which appeal also failed since Mr. Pan doesn’t understand the legal procedures. But this case is concern his late wife Mrs. Pan (Cuiqin Ren) who killed by the hospital and the doctor with article 99, which Mr. Pan even never informed by the hospital and the doctor.
(500-17-020905-041)―Quebec Superior Court. The case was rejected on October 2004, and appeal also failed on February 2005. But it’s really unfair because Mr. Pan’s lawyer involved with malpractice that the case even didn’t registered with Mr. Pan his personal name, and the company his lawyer used was invalid, which easily for the bank kicked out Mr. Pan’s case.
Main point with this case was: since MUC Police wrongly kicked Mr. Pan out of his premise on year 2001 that Mr. Pan have a new lease from June 1st 2001 till June 30th 2006 plus five years option renewal, which caused Mr. Pan lost $6,000 rental advanced deposit, all the renovation cost, plus the shipment sent from Thailand all illegally took over by Bank of Montreal since MUC Police didn’t allow Mr. Pan take out anything from his premise―by the fact that MUC Police even refused to correct the mistaken they created to Mr. Pan.

I just recently spoken with the first crown prosecutor Me Jean Denis (514 939-2703) who believed was miscommunication which created me became a victim of the crime and injustice; and he convinced me again to forget the whole thing and restart a new life again. But how since no any department who willing to take the responsibilities, which my last hope was also destroyed by the young team of MUC Police?!
As you are the department who has a duty to make sure MUC Police would provide quality services to the public, did you accept the case went in this way since the criminals even never punished, instead the citizen who contributed for the public who life is totally destroyed… By then who else will after me willing to help the system in order to protect the public? It’s so easy for the government workers tells his citizen to just forget the whole thing, but did they even thought in this way this family’s whole life are totally ruined?!

Finally I received a response letter from you recently that I dropped my complaint to your office. I filed my complaint 6 years ago to you, it was never responded properly.
Through these years, I am always keep trying to reach your office regarding my complaint, unfortunately since I don’t know how to speak French, your office always handed up my calls even the lady spoken fluently English and she still keep repeating “I don’t speak English.”
Since MUC Police a lot of department too sensitive with language background especially I only able to speak English that caused my life became more difficulties to get equal service from MUC Police.
For examples: your letter dropped to me by Madam Francine Chometon, it with French language again and I have to get translator to make me understand what is your letter talking about.
I understood French language is official language in Quebec, and I am respect that. But it’s not my fault since 16 years ago when I just immigrated to Montreal that Quebec Immigration Officer refused me to toke French language course and he told me better I keep my job instead take a course;
I never had another chances since I was working for restaurant business with long hour everyday, and I failed to take a French course in 1998 since the western anti-depression treatment caused me had a very strong side effects.
Try to avoid this sensitive matter between French and English language and culture related for French Quebec and English Quebec, I always repeatedly request that if possibly name investigators and MUC Police officers with English speaking, but more requests I made, and more problems I got …
Please do understand I am not an enemy with MUC Police, reversibly in fact, I am the citizen who scarified my business, my personal, my family, my health and my life just as a favour to help MUC Police in order to protect the public although MUC Police even unable to brought the criminal to justice system…
It was me again tried my best brought the criminal met justice with an article “DEATH AND NOODLES” published on HOUR MAGASINE; what was the favour MUC Police returned to me? Forced me to shot up and keep quiet even judge Me Francoeur Maurice requested the criminal have a settlement with me before the court sentence her…
Moreover, as a return favour, MUC Police never accepted any my requests for protection even the criminal Enza Martucelli threaten my employee Qingrui He, without investigation MUC Police simply arrested him, put him to the criminal court, made him went cooperated with the criminal Enza Martucelli…
Furthermore, MUC Police let the criminals together stolen my business to operating, with my urgent request, MUC Police Fraud Division warns me that no longer to call them; in addition, when I reported the criminals got a compensation from my landlord, and hidden my assets, removed my restaurant Sawatdee from the premise, MUC Police looked at whole thing, just walked away pretended nothing happen…
Okay, I tried to accept the fact to walk away from the past restart a new life. But the favour from MUC Police is not complete yet:
Year 2001, my daughter released her education fund tried to let my family start a new life, unfortunately we failed again since MUC Police put its shoes in they claimed civil matter, put us in trouble, locked us out from our premise 5193 Decarie then just walk away again. It made us lost $100,000.00 just for the cost with Bank of Montreal that I worked for two years of the new project and result of Opium Thai project died…
MUC Police always claims these all matters belong to civil and MUC Police never has a jurisdiction since its duty is to protect the public to against the criminals. If these all belong to civil, why MUC Police arrested Enza Martucelli and Qingrui He from my restaurant Sawatdee?
If these all belong to civil, why MUC Police have to kicked us out from our premise we rented from Bank of Montreal that we have a lease to prove with our another proof of lease advanced payment cashed by Bank of Montreal its management company? Why?
If these all belong to civil matters, why MUC Police had put the criminals to the criminal court? Is this the good reason simply told me that MUC Police don’t have time and money to invest my case anymore since of the complex, and claimed they don’t want to waste citizen money just for my case since they have many thing to tare care?
Back to year-end of 1998, since RCMP sent me to file a complaint to against MUC Police base of the fact that no one want look at this matter, by then, I couldn’t get any fair treatment by MUC Police: they accused me for the language speaking, for the different of background of culture, even they don’t take recently my complaints once I got threaten by the criminals…
I don’t know why I am as an evil to the MUC Police, any calls I made even through by 911, every MUC Police places I went to, none one of single place wants to listen what I try to tell; they all said to me we don’t understand you what you try to say, and they even requested me to hire language translator to translate in French, and they requested me to hire lawyer to speak them…
With the fraud complaint against Bank of Montreal, MUC Police Mr. & Madam file to MUC Police Fraud Division on July 1st 2001, MUC Police Fraud Division never start any investigation, and they did same like my first and second fraud cases, simply just closed a case without mention―no phone call, no letter to mention for whatever…
Since I got referral letter from Justice Canada and Industry of Canada, MUC Police Fraud Division pretended that they agreed to review these cases I mentioned above, five months passed away again, they made me done all kind work for nothing―re-wrote each case summaries with English, Chinese possibly French, by computer excel to organize evidence…
All of my works done for nothing since they already planned that just to keep me busy. Five months passed away, they used different of excuses as “we don’t understand your language and we don’t know what do you try to say? Why you wait until today back to us?” They even never look at my evidence, claimed, “there is no crime, all these issues are civil matter. You are even not a victim.”…
Back to year 1991 summer, my late wife, my daughter Ruoxi Pan and myself we were in Van Horn Park join with Jamaica festival, two MUC Police officers from station 25 insulted me and accused “you are a killer”. I filed a complaint and request an apologize, the first thing station 25 did was check my ID, then told me I have to go back to the park to get an apologize. It made me back to the station several times since I made a long waiting at the place the station appointed, there is no one show up…
Recently happened yesterday, someone high speeded hit my car at front of 1654 Notre Dame west, the person who is a young man with French speaking, no insurance, no drive licence and car registration, I called 911 to have a report, with the antique store Michel R. Richard owner help, the car ran away. Surprisingly, when MUC Police arrived, they told me that I am the one responsible for the accident.
I disagreed, and I ask them why? I explained to them what was happened, they still repeatedly told me I am the one responsible and the best way is don’t make insurance claim fix it by my own expense. I made a complaint and I requested them to provide their names. They refused do so, and they requested me to show my drive licence, insurance policy and car registration.
I showed it to them. But they want to take away to make a report. I refused and I told them it’s useless since they claimed it’s my fault. One of the Police officer doesn’t let me go and he called his boss came over then they spoken French language each other although I mentioned to them since this is involved with me, better they speak English because I don’t understand French.
Front of my wife and our 18 months old baby girl, his boss yelled to me, “Give me your ****ing drive licence!” I couldn’t believe that could come out from his mouth, he repeated again, “Yes, I said. Give me your ****ing drive licence!” To protect my rights, I showed my drive licence to the public to them, but I refused to let them touch.
Then they accused maybe I don’t own the car. So front the public, I showed to them my car registration of my car insurance policy, and then I ask my wife to get in the car. One of the Police officer announced I am under arrest and told me to get a lawyer as soon as possible.
I asked them what is the charge? He told me that because I harassed and yelled to MUC Police. By then, he forced me to get out my car, I refused, he put his two hands in my car, one hand pull my body, and another hand try to take away my car key. With my wife crying request and ask public attention what MUC Police did to us? Then they backed up, and their boss left.
I never can believe this was MUC Police professional service: They warned us that we can’t leave before they give me a fine although I have no idea what is the fine for? It made us wait half hour for them to prepare the ticket that in the snowing day especially our baby girl has to stay in the frozen condition for their permission allow us to leave.
Furthermore, the one of the Police officer told me that I have to prepare for harassment charges against me by MUC Police, and he asked some people as witnesses then he went in the Michel R. Richard antique store to get another report.
But why things always went wrong ways? Actually, we are all immigrants―counting by nationalities, or counting by races; if compare with native American-Indian people at all of American, everything is belong to them anyway included air we are breathing with; even French and English were the earliest people immigrated into this land, we are still living on their land somehow. We should show our appreciations to their kindness instead we are arguing, fighting and discriminating each other.

Action Autonomie is a community based defense of rights group in mental for the Island of Montreal. Our mission is to defend and to promote rights for people living or have lived with mental health problems. To attain our objective we use individual accompaniment actions.
Through individual accompaniment Mr. Pan Zhen Guo’s situation came to our attention. According his well-documented information he seems to have victim of fraud on the part of a person with a respectable social status. This person seem to have taken advantage of Mr. Pan Zhen Guo’s Fragile health condition and the confidence in which he had in her to abuse him to the point where he has lost of his most economic savings.
This kind of situation as well as discrimination is part of some of the obstacles that people with mental health problems can go through. We at Action Autonomie think that all people should be treated equally regardless of their mental health condition.
