I think you can still use the RESP in foreign university as a full time student, but their rules might change from time to time. I'm also not sure how complicated it would be to prove the full-time enrollment status in China to the government.

You can buy RESP through companies who manage the funds for you, or you can buy bonds/stocks/mutual funds through bank directly.

If the company manages the RESP profile for you, of course they will charge you quite a bit of admin fee (pay their agents, advertisement, employees), and there will be penalties when you decide to terminate your account with them.

If you buy the stocks/mutual funds through bank for your RESP, the fees are minimized, but you will have to manage your own RESP profile, so the investment return is not guranteed. If you are really good in investment, you will earn a lot, but if you are not good, then you will take the risk.

One thing to note is, no matter whether you maintain your RESP through companies or through banks directly, the government will still contribute their portions to your account.

We bought low risk stocks for our son's RESP. My husband said in a long run (like 20 years from now), most investment will have a profit.

If you you don't want to lose any money, you can buy bonds or some very low risk mutual funds. However, low risk could be low return in comparison though.

I don't really like the one managed by companies though, coz they charge so much admin fees and penalties, so even if the investment itself is earning an interest, a significant portion will pay their agents and advertisement.

Thank you so much! You really help me a lot!
