2003 Matrix at 10.3 L/100 km very unlikely, since the spec is 8.3 L/100 km for city drive.
Anyway, I can give possible explaination.
First, you are a new driver. New driver tends to press on the gas a lot, as well as the brake. New driver want to car to move, so step on the gas panel a lot, then suddenly find it move too fast, then brake. Hold on, they brake too much, so more gas. Oh! Don't see the red light, release gas, and immediately press on brake. Well, this kind of behavior is a waste of extra 30% gas for braking purpose.
Secondly, I assume you bought a used car, and never check the consumable parts, like a lot of innocent drivers do. Or you are the 1st owner, but never know what are consumable parts which need to replace, again like a lot of innocent drivers do. Check your air filter ($10 or cheaper), replace if dirty. Check spark plug, replace the top model plug, such as NGK Iridium plug BKR6EIX-11 for $10. Ask workshop to check oxygen sensor, replace if require for another $50 (estimate). Get fully syntetic engine oil for $35. You can replace air filter and spark plug yourself. See the result, and check oxygen sensor another week, and engine oil another week.
Thirdly, you may be enjoy high acceleration. From red light to green light, you like to step on the gas penal hard. While cutting through another car, step on the gas hard, or floor it. These kind of driving habit, is still lower than 60 km/h, or 80 km/h, but everytime you step on the gas hard, you are using lower gear, and more patrol, in exchange of the joy of acceleration. BTW, beginner tend to think this is the feeling to tell them the car is moving with the speed they want. Well, this is a waste of gas, which means $, and not environment friendly.
Forthly, you may combine habit 1 - 3. This is a more likely scenario. You are a new driver, with a used car, and never bother to change air filter, spark plug, engine oil, oxygen sensor. Like to press on the gas while still brake a lot. Everytime want to step on the gas to get the acceleration feel.
Solution:
1) Change the parts I mention in 2, if require. They cost < $100, and make you get a good feel of Matrix. It is a very good and practical car
2) Drive gentle. Press on gas panel gentle and slowly. As long as the car move, don't press too much. Let it roll slowly. Nobody is horning you for slow acceleration, but yourself. Reduce polution, yet give higher mileage/tank
3) Gradual acceleration. Give more distance for slow acceleration when you change lane, cut car, during green traffic light
4) Always look 100 m in front for traffic light. Don't press gas if it is red light, or yellow light 100 - 200 m in front. Your car need to stop eventually. Stop wasting the patrol and pollute the environment
5) Add 10 mL of Acetone into for every full tank. 1 small can is $7, and use for 10 - 20 tanks. It will indirectly clean up fuel injector, and carbon deposit as well. Use in your own risk
I'm assuming your car has no mechanical problem such as poor rotor, brake holding on the brake disk, ABS auto brake intermittenly, air intake problem, dirty fuel injector, fuel line leaking, gas tank leaking, loose timing belt, etc.
