我现在是学生，现在办薪卡可以拿校外的ＪＯＢ　ＯＦＦＥＲ　ＬＥＴＴＥＲ吗？要怎么办薪卡阿啊？谢谢！！

You mean "SIN Card"?

If you are a student, you can't get the SIN card unless you have the job offer letter(+ workpermit if the job is offcampus).

If you had the offer letter (+ workpermit if the job is offcampus), you could apply SIN card in Canadian Human Resource Centre.
