Water and gas bills are estimated because these companies want to reduce cost. They do not send peoeple over every month. However, you can read the meters by yourself and report your reading to them. By water you call the number on the back of your bill. By gas you go online and register your account, type your reading in it and get electronic bills.

Do not think you overcharge only you. Basically they overcharge everyone. You should pay your bill and then give them your new reading. Your overpaid money is still yours. You can not ignore the bill because you have to pay the interest too which is high.

原来经常碰到这样的情况.

写封书面的信, 注明自从你入住到现在的煤气表数,告诉煤气公司你应该付的是这个数.
一并你的账单寄回去, 煤气公司会重新给你打印一个账单过来.
我的经验是在交款的限期前寄这个信和账单回去, 拒付不是好的办法, 本来是他们的责任会转化到你身上. 所以书面的东西很重要.记得保存复印件.

从以前帐单的读数，加起来就可以得到现在的读数，如果不相等，就证明他多收了。告他！

我听一个朋友说过抄表的人不是每个月都会来的。。
有的时候按照惯性会收多一些，但是真的对表的时候发现多收会补回来的。

奇怪，谁会刻意去多收你几个钱呢？
