if you using english windows, go to:
control panel -> regional and language options -> languages
- tick the box says "Install files for east asian languages"
- apply, then go to "details"
- go to "installed devices", click "add"
- select "Chinese PRC"(simplified chinese) or "Chinese Taiwan"(traditional chinese)
- tick "keyboard layout/IME"
- choose your typing method and click "ok"

you are done.
