The builder will sub contract the job to a wire company, the reason is they don't want anyone to come during the construction, the wires will be done in a very short time frame before the drywall is up.
In that time frame, the electricians, cable guys, phone company etc.., will be scheduled to do the works.
Normally, who ever is going to install the Security system will directly contact you after they got the contract from the builder, it is in that time you will be showing the different products and location/extras (such as panic button on the 2nd floor, which I strongerly suggested to have so you don't need to go downstairs if there is an emergency but already let the monitor center knows something is wrong in the house, without the badguy know the police have been called).
For me in that time I asked them to installed the extra cable for sate. in case later I want to install a dish for Chinese program. I also asked to have my surounding sound system's wires isntalled in the family room where I will have my front/back/subs be located (it will be hard to cut the wall to wire those systems again once the drywall is up, or the family room will have some many visible speaker wires running around) and extra speakers on the 2nd floor hallway ceiling and living room ceiling.
Note: The extra cost for panic button/speakers wires ext..directly pay to the install company, not to the builder.
