Is it real or a scam? Anybody used it?
The website has a paypal logo but it is not paypal's website. It's promotionexpert.com which asks for your paypal ID.

be careful for ebay buyer:
read the conditions&terms, one of them as follow:
Excluded Transactions. The following transactions are excluded from this offer: Send Money transactions, payments to Personal Accounts, eBay payments made to Personal Accounts, donations, PayPal Mobile transactions, payments for services, Virtual Debit Card payments, PayPal ATM/ Debit Card payments, payments made when you are not logged into your PayPal account, and PayPal Plus Credit Card payments not made through your PayPal account.

what I'm understand is , if ebay seller 's account is personal account, deal will not meet $15 rebate condition!!

I cannot find the "get $15 cash rebate" link on Paypal's site.

It is legit, link straight from paypal.com site:

1- go to paypal.com
2- on right hand side, there's a graphic with sunflowers that says "presenting your $100 million...", click on that
3- once there, click again on "shopping site"
4- voila!

Tried it. But got a message telling me that I have to receive a email from paypal directly to be able to receive this promotion. Strange.

我在paypal注册了。但如何确认ebay卖家的Paypal账号不是个人账号呢 ？

If the seller accepts credit cards, for sure he/she has premier account, because personal account does not allow you to accept credit card payments.
