涨接入费对大电信公司没影响，因为是根据双方流量差额结算，如果
中国电信用户打到BELL的流量 - BELL用户打到中国电信的流量 = 正数，
BELL涨价前后都不用付钱。对于小公司差额肯定是负数。

But BELL's network charge will be increased from $1.25 to $2.95 starting from Dec 14. And a rate increase is scheduled in Feb. next year.
