Would suggest to consider opening your own house for the daycare instead of sending your mother to other people's house though, coz if she doesn't have reliable transportation and can't speak much english, she would have problem to get help in another person's house when there's an emergency situation?!
The reason I say that is because I still remember my grandma falling off from a chair and broke a leg when she came to visit us when I was a kid.
Glad that my sister and I were old enough to call for help and rushed her to hospital, and could translate for her at the hospital.
