I don't really buy these survey ratings. You need to put into perspectives. For us, we just find Ottawa being a Garden City, friendly to young families. Good arts/education programs and facilities around. Might be too boring for singles, too expensive for welfare people, too cold for elderlies, too noisy for suburbans, too small-small town for Torontonians, or too safe for yellowknifers.

hehe，I don't buy quanti figures too, but have to admit quantitative data helps to beat over. The 'too...too..." mind debating helps little in making actionable decision.
