What is "summons to Witness"?

在2月份有一个accident,对方承认了错误，一起去警察局登记，车也修了，今天却收到 "summons to Witness"，一定要去吗？

信如下：

whereas *** has been charged that the defendant on or about 6 February 2007 at City of Ottawa did commit the offence of change Lane not in safety contrary to highway traffic act and I am satisfied that you are able to give material evidence in a proceeding in respect to the above-mentioned charge. THEREFORE YOU ARE COMMANDED TO ATTEND BEFORE THE ONTARIO COURT(PROVINCIAL DIVISION).

看样子象是对方被罚款, 不服, 上庭, 法官要你去做证.

去呗, 反正不是你犯错. 去听听长点见识说不定将来有用. 至于是否 "一定要去", 不知道. 这封信用词挺硬的, 不是请你去, 是招你去. 要我的话, 绝不敢不去.
