I guess that NCC stands for National Capital Commission. Gatineau Park is managed by NCC, which is a Crown corporation that was created by Parliament in 1959 as the steward of federal lands and buildings in the National Capital Region.
Gatineau Park is not a National Park and you do need Quebec fishing license to fish there.
