How to format Windows XP system

My Windows XP system has a problem. After I login an internet, my computer couldn't open page so I want to formart my computer. I did it but it didn't work.From Start button, I select Run. Then I type " Formart C:" It will enter DOS system. However, after that, it doesn't work. I wonder who used to format Windows XP. Please tell me how to do it. Thanks!

Boot up your computer with Windows XP cd and following the installation instruction..... At one point, select format partition.....
