加拿大提早入冬 全国大雪纷飞 大多今情况可能更糟

加东大雪多宗车祸​

刚刚过去的周末﹐全国天寒地冻﹐安省更是接获警报，大多地区降雪约10厘米，加拿大已经提前进入冬天。

加通社消息，从加西温哥华﹐到中部平原省份﹐再到加东安省﹑魁省以及大西洋省份周日均经歷落雪﹑强风或降温天气。加拿大环境部(Environment Canada)官员菲利普斯(David Phillips)表示﹐至周一﹐全国从东到西都会覆盖在白雪之下。

其中﹐北美低压气团胁持暴雪袭击安省。安省大部分地区周日都接获冬季天气警报﹐恶劣天气导致机场航班延误﹐公路交通陷入混乱。

大多地区200多宗撞车

至周日早晨﹐大多地区降雪约10厘米。此后﹐多伦多天气逐渐回升﹐降雪隨之变成雨水。从周六晚起﹐大多地区共发生200多宗撞车事故。

安省省警队警长胡利(Sgt. Cam Woolley)表示﹐安省中部也因风暴﹐12小时內发生160宗撞车。他提醒司机﹐雨雪之后道路湿滑﹐驾车时务必留意速度。

同时﹐安省南部也不断传出交通事故。奥维利亚(Orillia)省警队透露﹐周日早上共接到50多宗车祸报告。胡利称﹐安省南部可能继续降雨﹐这或引发排水系统阻塞﹐致使一些地方被积水淹没。

加环境部表示﹐安省的冰雨﹑冰粒及落雪天气並未结束﹐意味地面路况短期內难以好转﹐各地驾车人要小心。

环境部官员菲利普斯称﹐周末这场雪暴席捲安省大部分地区﹐从温莎至渥太华以东的地界都被白雪覆盖﹐整个安省提前进入严冬。

位於安省西北的雷湾(Thunder Bay)地面积雪32厘米﹐政府已宣布当地学校周一停课。

多伦多皮尔逊国际机场(Pearson International Airport)数十班航班因暴雪延误。不少航班被推延达六小时﹐还有一些赴美航班被迫取消。

公车可能受延迟

环境部周日透露﹐大多地区的大雪还没有结束﹐周一情况可能更加糟糕﹐因此周一早上驾车上班可能格外艰难。省警提醒本地司机需小心谨慎﹐尤其在进出路口及过桥时不可疏忽大意。另外﹐公车乘客也应為公车可能被延迟做好心理准备。

在多伦多拥有物业的人士亦不要忘记自己肩负剷除门前道路积雪的责任。雪停后12小时內未清除门前积雪的人家可被市政府罚款105元。

另方面﹐加西温哥华岛一些地区周末降雪厚达40厘米。温哥华及低陆平原(Lower Mainland)周日清晨积雪也有10厘米。

由於积雪过厚﹐警方警告居住於温哥华以东的兰利市(Langley)﹐及温哥华岛上Campbell River的居民不要轻易出门。

预报显示﹐卑诗省未来几天气温可能回升﹐並伴隨倾盆大雨。卑诗环境厅长宾纳(Barry Penner)已经向该省低陆平原﹑Howe Sound地区﹑和温哥华岛中南部发出洪水预警。

加中平原省份虽躲过周末的暴风雪﹐但很多地区气温骤降﹐凌厉的严寒也让平原省份居民领教加拿大冬季的厉害。

亚省周末天气阴沉並降阵雪。爱明顿(Edmonton)周日最高温度只有零下17度﹐风寒最高温度则為零下25度。卡加利(Calgary)与爱明顿相比气温略高几度。

紧邻的沙省也遭遇低温伴小雪及阵风的天气。沙斯卡通(Saskatoon)及利齐拿(Regina)两市均有几厘米降雪。温尼辟(Winnipeg)周日的风寒温度则降至零下26度。

与此同时﹐加东大西洋省份也迎来今冬的首次风暴天气。

周六席捲省和爱德华王子岛省的风暴系统周日继续打击纽芬兰及拉布拉多省部分区域。另方面﹐此次袭击安省的风暴即將东移至大西洋濒海地区﹐海洋省份的恶劣天气短期难以好转。

新省北部﹑布雷顿角(Cape Breton)以及爱德华王子岛东部周六晚至周日凌晨降雪10至20厘米。加环境部监测数据显示﹐大西洋省份一些地区﹐尤其布雷顿角和爱德华王子岛的北部海岸﹐还遭到时速90公里强风的吹袭。

环境部气象专家坎贝尔(Mike Campblell)表示﹐打击安省的低压系统將会东移﹐预计周二抵达海洋省份﹐当地將再度经歷风暴天气﹐一些区域落雪可达20厘米。环境部届时可能向所有三省发出降雪警报。

加拿大今冬15年来最冷 严寒将持续到明年2月

加拿大环境部周五预测﹐今年冬季来势凶猛﹐加拿大人要面对15年来最寒冷的12月﹐严冬将持续到明年2月。

据明报报道﹐环境部预测﹐加拿大广泛地区今冬降雪量正常﹐多伦多﹑卡加利和利载拿等城市会有更多雪。

这是加拿大环境部今年的第一个冬季预报﹐它说加拿大各地确将会有15年来最冷的冬天﹐安河南部小部分地区是仅有的例外。

环境部资深气象学家菲腊士(David Phillips)指出﹐接连几年冬天异常的暖和短﹐今冬严寒﹐让人见识正宗加拿大冬天。

菲腊士说﹐今冬未必每次有「阵阵地狱寒风或冻脸冷风」﹐以气温来说﹕「今冬或比正常气温低四分三度到1度。」

今年的风比较冷﹐预料气温会降低。

菲腊士说﹕「因为有拉尼娜现象(La Nina)﹐带来更多加拿大气流或西伯利亚气流﹐说它是阿拉斯加气流也行﹐大抵会有那个走向。」他指的是太平洋气温低于正常的现象。

他又说﹐气温较低﹐一些城市连年没有白色圣诞﹐今年的情况不一样﹐它们会有白雪﹐人们会过一个白色圣诞。

魁北克市﹑渥太华和安河蒂明斯(Timmins)等城市﹐去年见到数十年来的首个绿色圣诞﹐这些城市圣诞期间一向寒冷﹑白雪茫茫。

但菲腊士指出﹐气温下降也有一些好处。冬季运动迷或热烈欢迎较冷的冬天﹐还有靠雪生财的商业。

他说﹕「天气符合时令﹐冬冷夏热对经济有益。」

他补充说﹐大抵会有更多人外游避冬。

Winter storm wallops Canadians

Old Man Winter landed a number of well placed and heavy blows on Monday, reminding Canadians from coast to coast what a good, old-fashioned December weather wallop feels like.

The country was hit with countless fender-benders, flight cancellations, and school and road closures as a weekend storm kept surging and left thousands of people digging out from huge snowbanks.

More than 30 centimetres fell in Montreal on Monday alone and mixed with strong northeast winds to make road conditions treacherous and visibility at times minimal.

School boards gave students the day off while numerous flights were cancelled or delayed at Montreal's Pierre Elliott Trudeau International Airport, with similar delays reported in Ottawa and Halifax.

"For (Montreal) on Dec. 3, this is a record," said Rene Heroux, a meteorologist with Environment Canada's Montreal office. On Dec. 3, 1990, Montreal got 14 centimetres of snow.

While the worst appeared over for southern Quebec, it was just beginning for the Maritimes, where another system was making its way north via Maine and was expected to hit late Monday, Heroux said.

That wasn't good news for about 10,000 people in eastern Newfoundland who were still reeling from a powerful weekend storm with winds reaching 124 km/h that could leave them without power for up to a week.

Newfoundland Power said two helicopters were used early Monday to assess the damage to seven toppled transmission towers on the Bonavista Peninsula as clean-up crews braced for more harsh weather.

The same storm blanketed Prince Edward Island, Nova Scotia and parts of New Brunswick. As much as 40 centimetres of snow was to fall on those provinces.

In British Columbia, rain was washing away the huge snowfalls that fell on the weekend but it was turning the roadway into ice. Concerns about dangerous road conditions gave way to flood warnings on Vancouver Island and from Squamish on the south coast to Hope.

Between 40 and 140 millimetres of rain was forecast and a flood watch was posted for Greater Vancouver, south and central Vancouver Island, Howe Sound and the lower Fraser Valley. There were also some avalanche concerns in Alberta and B.C.

Some 40,000 people were without electricity across the Lower Mainland and southern Vancouver Island.

Electricity was slowly being restored in Ontario on Monday evening after being knocked out by the Sunday storm.

Police across the country urged people to take care while driving and, if possible, not to drive at all.

Ottawa police Const. Alain Boucher said there were just 41 accidents reported on Monday, compared with the usual 100 per day in the nation's capital.

Boucher said the lower number was likely due to the fact that road traffic was considerably lighter.

"A lot of people as I understand it did stay home," he said. "Now with technology today a lot of them can still work out of their home...which has helped us greatly."

Similar weather patterns were evident south of the border as the northeastern United States was belted with a treacherous mix of rain, sleet and snow Monday as a storm system blamed for at least 17 deaths slid through the region after pounding the Upper Midwest.

And a second storm brewing on the American West Coast on Monday was expected to bring snow to the Midwest by Tuesday.

Despite the heavy hit, Heroux cautioned that a heavy storm is not necessarily a sign of things to come as the season drags on, despite predictions of the coldest winter in years.

"Long-range forecasts, we have to take that with a grain of salt," Heroux said. "That being said, the main characteristic of our climate is its variability."

For Montrealers, long seasoned in the art of coping with adverse weather, the dump was no sweat. "This is nothing," said Michael Saja, a veteran Purolator delivery man who brushed off the severe weather despite finding himself stuck in a couple of pristine, white parking lots as he went about some deliveries.

"We've had worse."
