Dear Parents and Agents:

Over the past week, a series of incidents have occurred at Columbia International College, some of which have received coverage in the Chinese news media and on internet blog sites.

What was a relatively minor episode last Wednesday involving some packaged noodles being taken from a student’s room has escalated into a series of incidents on Thursday, Friday and Saturday involving harassment and racial name calling among some teenaged boys at our Pine Hall residence. On a couple of occasions there was also pushing and shoving, and punches being thrown.

There are no innocent victims in these situations. All of the students involved have willingly participated either by their words or actions, or both.

Disciplinary action is being taken on a number of fronts and an investigation into all of the incidents is ongoing. In addition, the students most directly involved have taken responsibility for their actions and have signed a memorandum expressing remorse for the roles they have played.

Columbia will not tolerate racism and bullying in our community, and views these matters seriously. We are proud to be one of the most culturally diverse schools in the world. Through our curriculum, extra-curricular activities and residence programming we hope to continue contributing to the growth and development of our students, and promote inclusiveness and appreciation across cultures.

Statement of Facts

Facts for Wednesday December 5

§ The student Zhang Chi was bullied by his roommate, Jose, and Jose’s friends, Rako, Damon and Adil in the evening.

§ Zhang Chi was upset because Rako was stealing his instant noodles.

§ Jose and Rako shoved Zhang Chi around and raised a chair at him, but did not hit him.

§ Zhang Chi called the Hall Master, but when the Hall Master arrived in the room, the altercation had passed. The Hall Master told them that the issue would be reported to the school authorities and dealt with in school.

Facts for Thursday December 6

§ The students involved with this incident were brought before the Vice Principal who tried to investigate and gather all the information together.

§ Principal, Vice Principal, Assistant to Vice Principal, Director of Student Development and Residence Coordinator started an investigation immediately. No final decision was made on any disciplinary actions pending on further audio and video tapes to be submitted by students involved.

§ Zhang Chi was examined by the school nurse and no evidence of physical harm was found.

§ The students involved apologized to each other and shook hands.

§ Jose, Rako and Adil were asked to stay away from Zhang Chi until the matter was resolved.

§ Around dinner time 6:00pm, Jose provoked Damon by stating that Damon would receive the highest form of disciplinary penalty, although no penalty was decided at that point by the school.

§ This incident caused Damon to confront Zhang Chi but was stopped by the Hall Master. After they were separated Damon began to shout words of defamations to Zhang Chi.

§ The residence staff asked Jose, Rako, Damon and Adil and Zhang Chi to attend a supervised meeting in the lobby at 8:00pm so they could resolve the issue through staff mediation.

§ Zhang Chi felt threatened to attend the meeting alone and asked several of his friends to come along for support. His request resulted in 60 of his Chinese friends coming to the lobby to support him.

§ The students started to confront each other and a flower pot was thrown on the floor.

§ The senior staff were called in to resolve the situation. While the senior staff were talking to the students, an unknown student from outside of the meeting room yelled profanities against the Chinese. This further agitated the students and the senior staff were able to put the situation under control.

Facts for Friday December 7

§ A general meeting with the students involved in the Thursday evening incident was held in the school at 2:30pm.

§ Damon apologized for his actions to all students involved; however, some students did not feel the apology was genuine.

§ After the meeting, there was a fight between Lin and Denys. This was a result of a personal conflict 2 weeks before and was not related to situation with Zhang Chi.

§ Extra staff were put on duty in the residence and a private security firm was also hired to assist in maintaining a safe residence environment.

§ The news of the profanities was circulated on the web and this angered more Columbia students and students in the community. A large crowd started to gather and soon became unruly.

§ Police and school administrators were called in to help restore order and maintain continual safety.

§ The students settled in for the night and everything was peaceful.

Facts for Saturday December 8

§ Around 10:30pm. Students from various countries were in the T.V room watching the NBA game.

§ One student stood up and raised his middle finger in the direction of his friend.

§ Other students misinterpreted it and thought the profanity was directed at them. This resulted in a fight between these students.

§ Around 1:30am a false fire alarm went off. The students were evacuated from the building. When they exited the building they met a group of approximately 50 students from Columbia and other schools in the Hamilton and Toronto communities.

§ A small fight broke out between the group and one Columbia student. During this fight, the one Columbia student that was attacked by the group was protected by a Chinese and Cambodian student. As a result, these students sustained minor injuries. This is the Chinese student whose image is seen in the newspaper.

§ The police was called in to maintain order. One student who physically resisted the police was handcuffed.

§ The police and Columbia’s privately hired security service managed to disperse the crowd.

§ The students were guided into their residence room by school administrators and settled in for the night.

§ The police and security guards stayed on duty just to ensure continual safety of the students.

Facts for Sunday December 9

§ School administration and senior staff held a meeting in Pine Hall residence with all the students involved.

§ The students protected by the Chinese students the night before expressed their thanks towards the Chinese students for protecting their friend.

§ The misunderstandings between the groups from different countries were resolved amicably and the two groups shook hands.

§ The two police cruisers and privately hired security again stayed at the residence to maintain a peaceful and secure atmosphere.

Monday December 10, 2007

§ School administrators met spent the day investigating the incidents of the past few days. Each isolated incident of the past few days was investigated separately and discipline from the first incident was assigned.

§ Further discipline for the other incidents will follow upon further investigation.

§ The Vice Principal updated all students on the situation and announced the discipline from the first incident on Wednesday night.

§ One student has been expelled from the residence, others have been suspended, and a few will not be readmitted for the winter semester in January 2008.

§ Those that were involved to a limited extent were disciplined with grounding and fines.

§ School is continuing to view all its surveillance videos with the security agency and will identify the instigators and discipline them appropriately.

被殴打的中国留学生​
据 加拿大北辰网报道,近几日,位于多伦多以西汉密尔顿的私立学校哥伦比亚国际学院(Columbia International College of Canada)爆发严重的学生种族冲突事件。在此学院读书的中国留学生声称多次受到同校其他国籍学生的挑衅,结果双方爆发严重冲突,十多辆警车到校园, 60名中国留学生在该校校内高唱中国国歌、举着中国国旗抗议示威。中国驻多伦多总领馆也就此事件表态。

一包方便面引血案 近百名学生群殴

从日前媒体批露的消息看,这一系列冲突的起源是由于上周(12月4日)中国籍留学生张驰(Zhang Chi)向校方报告其室友,非华裔学生多次偷其方便面后遭到围堵威胁和报复。来自其它族裔的同校8名留学生在公共场所,用有种族仇视的话语辱骂。

周四时,对方再次对中国留学生进行挑衅,伸中指,吹口哨,come on come on的喊个不停,最后由一名皮肤黝黑的外国人先动手,引起了小范围的冲突,但是由于宿舍管理员的再三拦截,最后这几名留学生回了他们宿舍。中国学生于是聚 焦到其它裔学生的门口,在事件处理过程中,不断传出faken chinese, all chinese is faken dog的骂声。

12月7日,周五15:30左右,一名中国男子在放学出校门的时候,被外国男子围堵,并遭到进一步殴打,嘴角破裂,左手受到严重创伤,在向学校反映之后,学校说:由于没有录象和证人的证明,所以我们不能知道这件事情的真实性和可靠性。

周六,由于在看篮球比赛时又起冲突,于是发生了60多名中国留学生与20多名其它族裔的学生间的大规模群欧事件。导致十多辆警车到场维护校园秩序。目前,据学生在网络上发的贴子看,该校中国留学生还在寻求进一步的行动。

校方:校园基本平静 将发表正式声明

记者采访了哥伦比亚国际学院,据该校陈健先生介绍,现在学校恢复平静,同学正在上课,宿舍秩序比较平静,据陈先生所知,今天确实有一些学生没有到校上课,他认为,学校将逐渐恢复平静。

针对目前网上对此事件的报道,陈先生说,网上的报道和照片他看了,对于事情经过的描述,与事实是有一些出入的。对于有哪些出入,陈先生表示,现在校方正在调查这一事件,有关细节正在调查。事件是由于一个华人同学和非华人同学的冲突引起,华人同学由于觉得自已受了欺负。

对于警方介入的问题,陈先生介绍,警方出动是由于周五晚上的争执,警车出动维持秩序。现在警方已经离开校园,昨天是由于有的同学传说学校不安全,出于安全考虑,学校请了保安公司,并通知警方。记者采访时,多伦多的一些华文媒体如《明报》等也在该校采访。

陈先生告诉记者,学校将在今日晚些时候发表一个正式声明,对此次事件调查的全貌以及学校的处理意见做出正式表态。

记者采访了一些曾在该校就读的学生,据一位Shang(商,音译)姓学生说,他在此校就读的近两年间,多次有东西被偷,有时方便面被偷,有时钱被 偷,而且有他这种经历的学生不在少数,其女友在该校期间,也发生了东西被偷的事情。他们曾经多次找宿舍管理员希望能加强管理,让这种问题尽量少发生一些。 然而收效甚微。

他认为,正是由于学校日常管理上的一些疏漏造成了今天这一严重的冲突事件。

同时,该同学表示对于该学校的一些“严格” 的管理制度颇有不满,据该同学说,学校对于不交作业或者有其它行为的学生有不同程度的管理措施,他就被要求写检讨、关禁闭的经历。据该学生陈述,他在周末 被锁在房间里长达两天,学校有值勤老师守着他们,房间里没有电视,但有一部电话。

对于该学生反映的这一情况,本网将在今后的连续报道中继续调查其是否属实。

多伦多总领馆就此事件表态

据CTTV报道,12月10日,中国驻多伦多总领馆就CIC发生的事件做出正式表态。其表态如下:

上周末,哥伦比亚学院(CIC)几名来自中国的留学生和个别来自其它国家的留学生之间发生了一起纠纷,总领馆高度重视和关注,即与该校负责人取得了联系,要求校方采取有效措施确保学生安全,妥善解决纠纷。

据悉,校方正积极处理纠纷,校园生活已恢复平静。

当日下午,总领馆派出领事官员前往该校进一步了解情况。总领馆相信校方会公正、妥善处理纠纷;同时也相信广大中国留学生一定能够珍惜难得的海外留学机会,保持冷静和克制态度,积极配合校方妥善处理相关问题。

中领馆高度关注留加学生冲突事件 吁多克制包容
加拿大华人:别夸张留学生暴力冲突
中新网多伦多12月11日电(捷克佳)加拿大安大略省哈密尔顿市一间私立学校日前发生数起校园纠纷,最终演变成为中国留学生与其他族裔学生间的暴力冲突事件,致使当地警方出动包括防暴车在内的警车前往现场平息。
发生冲突的学校是哥伦比亚国际学院(Columbia International College of Canada,简称CIC),该校位于 距离多伦多八十多公里的哈密尔顿市西部,与麦克马斯特(McMaster)大学相距不远。CIC是一所以大学预科为主的私立学校,生源来自世界各地,其中 以中国低龄留学生居多。
起因源自一包方便面
记者了解到,原本并不关联的几个独立事件,经过网络的“发酵”,最终演变成中国留学生与其他族裔学生对峙的群体性事件。而事件的起因仅仅是源自一包方便面。
来自中国上海的17岁留学生张驰在接受记者采访时表示,与自己同寝室的同学来自委内瑞拉,他的一个来自马达加斯加的朋友是寝室的常客。张驰发现室友的朋友屡次偷食自己的方便面,便在上周三向校监报告,双方由此结怨并引发言语和肢体冲突。张驰称自己当日就搬到其他宿舍。
但随后有互联网消息指,张驰除在寝室被殴打外,还在宿舍餐厅遭8位外国籍学生威胁有生命危险。张驰表示,网络上流传的消息并非自己所为,有片面夸大偏激之嫌,与事实并不相符。记者注意到,张驰在接受记者采访时,校方有专人全程陪同。
张驰说,上周四(6日)晚在餐厅就餐时,几名外籍学生出言挑衅,言语中更有涉及种族歧视字眼的粗口。于是几十名中国学生闻讯而来,迅速聚集在学生宿舍大堂内,双方对峙并引起小范围的冲突,学校当晚向哈密尔顿警方报警,经调解,事态在当晚平息。

双方情绪未获舒缓
张驰和CIC国际发展部总监谢燕萍在接受记者采访时都强调,由方便面引发的纠纷和冲突事实上就此结束,之后的事件完全和方便面无关。
但是,方便面事件之后,CIC又发生另外几起彼此并不关联的事件,经过网络的传播与串联,变得一发不可收拾。其一是12月7日一名来自中国香港的学 生与一名乌克兰籍的学生在校园门口发生肢体冲撞。另一起是8日(周六)晚中国学生在观看NBA球赛电视转播时与越南籍学生发生争执,并最终爆发9日凌晨的 校园流血冲突。
目前就读于CIC的一位白姓同学在接受记者电话采访时亦认为,集中发生的几起事件并无太多的关连。但他透露说,7日晚,8名涉方便面事件的学生外加 其他10多名外籍学生再度围坐在宿舍大厅试图挑衅,中国留学生也再度聚集,这次学校又招来警察,期间有一名中国学生因推撞警察被铐约半小时。之后学生再次 散场。
7日,校方曾召开双方见面会,要求涉方便面事件的委内瑞拉学生道歉,但学生间的再度对峙意味着校方在处理后,敏感的情绪并没有获得有效的释缓,双方的矛盾仍然存在。
8日晚并持续到9日凌晨的严重冲突是几日来学生情绪累积的一次大爆发,最终令孤立的个人事件演变成为一场中国留学生与其他族裔学生间的群体性冲突事 件。当晚,中国留学生手持五星红旗,高唱国歌在楼外示威,此间并与一些外籍学生发生流血冲突,当地警方出动十多辆警车甚至于防暴警车介入。
网络传播挑拨情绪
此间网络载体的传播不可小觑,由于学生间的冲突在短时间内相继发生,通过网络不确定消息的快速传播,几个非关联个案终被串联起来。暴力冲突再借助于 媒体的放大效应,令校园事件迅速引发留学生群体的关注。记者获知,几十名远在多伦多、滑铁卢的中国留学生以及CIC毕业生响应网上“号召”亲往校园声援。
住在密西沙加市的聂姓同学向记者表示,他并没有同学在CIC读书,但当他从网上看到该校学生发生冲突的消息后,便和一个朋友一起专程从密西沙加市赶 往车程约一小时的哈密尔顿市声援中国学生。他说,在9日凌晨三时抵达校园时,双方的冲突已经平息,但仍可以看见停泊在街头的数辆警车。
王姓中国学生今年五月毕业于哥伦比亚国际学院,与CIC的同学仍有联系。他在接受记者采访时表示,他也是从网上看到相关消息,8日晚便与另外三人从 多伦多前往哈密尔顿。他们一行在9日凌晨一时后抵达校区,火警警报一时半左右被拉响时他就在现场。他说,当时,楼内的很多学生都跑出来,估计中国学生约有 60多人,其他族裔的约20-30人,双方相互对峙。他与其中一个来自越南的同学是朋友,便上前了解情况,但越南同学身旁的另一个人以为两人相互争吵,便 对王姓同学挥拳相向,后被他人拉开。
王姓同学说,他在现场看到棍子拳头,以及多人追逐厮打的场面,期间也有人劝架。警车也在冲突后相继抵达,最初是四辆,后来是十多辆,包括防暴警车。
在警方的干预下,9日凌晨的冲突最终平息。截至记者发稿时,10日、11日二天来,哥伦比亚国际学院学习和生活秩序基本恢复正常。
