So you mean he has to to come back to Canada and then apply for the renew? I know during the application they need the card to be submitted and the new one has to be picked up by the applicant. I was wondering if a lawyer can act on his behalf and do it or it has to be him self? His taking care of my grand parents and working in china right now, and I really don't think he be able to just leave everything and come back here and wait who knows how long to get his renew.

1. If the PR card is still valid, he can come back anytime without having to apply for that one time entry visa.
2. when he apply for that one time entry visa, he faces the same inspection from the immigration officer about his residency obligation. it means, if the visa officers abroad thinks he has not lived 2 years out of 5, they will make a note in his file which will makes it harder for him to apply renew his PR card.
What is your father's long term intention after he returns to Canada? Continue to live in Canada, or renew the card and go to China again?
