McGuinty Government To Consult On List Of Banned Products And Ingredients

A province-wide ban on the sale and use of pesticides is one step closer today with the passage of the Cosmetic Pesticides Ban Act by the Ontario legislature.

Over the summer, the government will consult on the specifics of the ban:
  • The products to be banned from sale
  • The ingredients to be banned from use
  • The rules around exceptions for agriculture, forestry and golf courses, with conditions.
The province will also develop rules for other exceptions, such as fighting West Nile virus, for example, and other health or safety issues.

Once the ban is fully in place, it will take the place of existing municipal pesticide by-laws, bringing consistency across the province and protecting Ontarians regardless of where they live. The provincial law, unlike municipal by-laws, bans the sale of cosmetic pesticides, not just their use. It also sets out the rules for the transportation, storage and disposal of pesticides, requirements that municipal by-laws cannot control.

The ban should take effect in spring 2009.

“The Ontario College of Family Physicians was delighted to hear that Bill 64 was passed today thanks to the leadership of Premier Dalton McGuinty and Minister Gerretsen,” said Jan Kasperski, chief executive officer, Ontario College of Family Physicians. “The OCFP looks forward to pesticide free communities and thanks the provincial government for their efforts to protect the health of our children and grandchildren."

Ministry of the Environment - Land - Banning Pesticides

The Ontario government is committed to protecting families and children through tough new environmental laws, including a new toxics reduction strategy to reduce pollution and protect Ontarians from toxic chemicals.


On April 22, 2008, the government took the first step towards fulfilling this commitment by introducing new legislation that ban the use and sale of pesticides that may be used for cosmetic purposes. The legislation was passed on June 18, 2008.


The government has listened to medical experts – like the Canadian Cancer Society – who have made a convincing case for reducing our exposure to pesticides, particularly children who are generally susceptible to the potential toxic effects of pesticides.


The use of pesticides for cosmetic purposes is already being phased out – it's banned or restricted in some 32 municipalities across Ontario covering 46 per cent of the province’s population. A provincial law would create a consistent level of protection for all Ontario residents, rural or urban, particularly children who are generally more susceptible to the potential toxic effects of pesticides. It would also establish one clear set of rules for all Ontario communities and businesses.

The Ontario government believes the use of pesticides merely to improve the appearance of lawns, gardens, parks and school yards is an unnecessary risk to children, pets and our water supply, especially when one can have a beautiful lawn and garden without chemicals, and there are so many "greener" alternatives for managing weeds and other pests. There are hundreds of organizations promoting green alternatives and lots of ideas to help you go natural.


If you are in the pesticides industry, or in agriculture or forestry production, the Ontario Pesticides Act and Regulation 914 will be of interest to you. This legislation provides the province's framework for regulating the sale, use, transportation, storage and disposal of pesticides to protect human health and the natural environment.

安省是继魁省之后第二个实施类似杀虫剂禁令的省份。安省议会在休会来临之前就这项法案进行表决,尽管遭到健康团队和市镇的反对,最后还是以56票对17票通过。


禁令明年春天正式生效,多达80多种化学成分和300多种杀虫剂将被列入禁用名单,届时安省将成为北美实施禁用杀虫剂最严格的省份。


该禁令甚至不允许使用加拿大卫生部认为无害的2-D和4-D除草剂,但是农耕、森林的杀虫剂不在此限,还有用于保护健康的杀虫剂如灭蚊剂也不受此限。


高尔夫球场允许继续使用杀虫剂,只是使用的时候要将对环境的影响降至最低,具体的实施条款有待拟定。


安省出台的禁令有别于魁省,安省不允许属下的市镇另立禁令附例条款,安省的禁令成为属下市镇的实施准则,因此引起部分市镇代表和健康组织的不满而投反对票。


在参加昨天投票的在野党中,大部分保守党议员投赞成票,而新民主党10名议员全部投反对票。


安省环境厅长吉瑞特森承认,在后续拟定禁令实施细则方面,还有许多艰苦的工作要做,但是省府保证会与市镇一起努力把事情做好。
