In some cases applicants may be permitted to substitute the test given by the English Language Institute, University of Michigan, Ann Arbor, Michigan, USA. No applicant with a TOEFL score of less than 600/250 and a TWE of 5.0 will be accepted, and experience indicates that applicants who do not obtain scores significantly above these cut-offs often have difficulty in the LL.M. program."
Based on the above description, TOFEL will be suffice for you friend.
