In Ontario, it is your personal "choice".
You are usually allowed to turn right at RED if you feel it is safe to do it. Exception: if there is a no-right-turn-at-RED sign, you cannot turn right at RED. Other than that, you have a freedom to turn right or not when the traffic light is RED.
If you don't feel safe, you can wait until the green light. The traffic law does not require you to turn right at RED in any province/state in Canada or USA.
