国际留学生的学费里除了regular学费以外，是不是每学期还要交个$4200的保险什么的？

The premium you mention is not for insurance. It is the extra money you have to pay since you are not Canadian or Permanent Resident.

All student in College or University are subsidize by government, since your are International student you have to pay for the full amount.

没有refund, 那是你国际学生费，另外加的，还有学费将来可以做为tax credit来用
