I want to apply my sister's daughter to come to Canada as an international student. I would like to know how do I apply will be not refused by immigrant office. Her English is not good at all. So if I apply her to study English first such as ESL at Algonquin College, will be this for sure to come? Take a course such as Practical Nurse after finish ESL.
