Applying for visitor visa while immigration application is in process

Have anyone's parents applied for visitor visas while their immigration application is still in process? Did any one succeed? How did your parents deal with the fact that they had to go back for an interview if required?

Thanks in advance for any information. BTW, I have contacted the immigration office, they said the partents are eligible to apply for visitor visa, but I would like to know if any one have successed.
