What the lowest mortgage rate?

Does anybody know what the lowest 5-yr closed term mortgage rate is currently? I know Ottawa-Carleton Mortgage offers 4.95% for 5-yr close. Any lower than this?

It was my guess too. Why people bother to get fixed terms then?

Historically speaking, fixed rates were higher than variable rates in most time periods.
