Transit Strike is Over: City Hall Sources

CFRA News has learned that the OC Transpo strike is over.
Three reliable and independent sources inside city hall tell CFRA news that negotiators representing the striking drivers, mechanics and dispatchers have agreed to end the strike and to send all matters to binding arbitration.
The union did not want the scheduling issue sent to binding arbitration, but pressed for the financial deal to go that route.
The city did not want the monetary matters resolved through arbitration unless the contentious scheduling issue was included.
It is believed the resolution could pre-emp the need for an emergency debate in the House of Commons, and the need for back-to-work legislation forcing an end to the 51-day walkout.

OTTAWA — With the imminent threat of federal legislation hanging over their heads, the city and its transit union reached an agreement Thursday evening to send all the outstanding issues in the seven-week OC Transpo strike to binding arbitration.
The strike by 2,300 members of Amalgamated Transit Union Local 279 is over immediately.
At a news conference in Mayor Larry O'Brien's office, Mr. O'Brien and union officials André Cornellier and Randy Graham came together to announce that with federal back-to-work legislation seeming inevitable, they decided it was in the interests of Ottawa residents to come to an agreement and get the buses rolling again.
Asked why Ottawa residents had to go through 51 days of suffering before this, they said an agreement simply couldn't be reached without the threat of legislation.

OTTAWA - Seven weeks into a bus strike that at times, caused winter-road chaos in the nation's capital, the City of Ottawa and workers with its striking transit union reached an agreement Thursday afternoon to send all the outstanding issues in the 51-day-old OC Transpo strike to binding arbitration.

The strike by 2,300 drivers, mechanics and dispatchers of Amalgamated Transit Union Local 279 is over immediately.



At a news conference in Ottawa Mayor Larry O'Brien's office, O'Brien and union officials Andre Cornellier and Randy Graham came together to announce that with federal back-to-work legislation seeming inevitable, they decided it was in the interests of Ottawa residents to come to an agreement to get the buses rolling again.

"It has been a difficult and acrimonious dispute to be involved in," said federal Labour Minister Rona Ambrose, who on Wednesday signalled she would introduce back-to-work legislation in the House of Commons.

"Once pressure was applied . . . the parties came together," she said. "I think this is a very positive outcome for the City of Ottawa."

Asked why Ottawa residents had to go through 51 days of suffering before this, representatives from both sides of the dispute said an agreement simply couldn't be reached without the threat of legislation.

A note on the OC Transpo website, posted earlier this month, says when the strike ends, many buses in the fleet will not be ready to return to service. Mechanical repairs and inspections are required before buses can be put back on the road, but approximately half the fleet of 1,000 buses will be ready on the first day of service. Still, media reports suggested it would take a week to get the first round of buses road-ready.

OC Transpo says transit routes will operate at a reduced level while the fleet is getting readied to return to full operation.

Preliminary route plan when service resumes



When OC Transpo service resumes after the current strike, many buses in the fleet will not be immediately ready to return to service. Mechanical repairs and inspections are required before buses can be put back on the road. Approximately half the fleet of 1,000 buses will be ready on the first day of service. Transit routes will have to operate at a reduced level while the bus fleet is getting readied for a return to full operation.
During weekday rush hours, only a few selected routes will be in service. The routes in operation have been selected to provide the best possible coverage across the entire city.

Outside of rush hour - on weekends, in the evenings, in the early morning and during the mid-day - all regular January routes and schedules will be provided.

Express and many other rush hour routes will not run during the initial start-up period, but will gradually be added as more buses become available. Depending on how quickly buses can be readied and inspected, full service levels may not return until up to 14 weeks after service begins.

What's operating when service resumes?

Schedules and route plans are still being finalized, and the number of buses available for service changes each day that the strike continues. The preliminary plan for service is as follows:
Weekdays
Will operate during their regularly scheduled day, including rush hours:
  • O-Train
  • All school routes, numbered in the 600’s
  • Rapid transit routes 94, 95, 96, 97, 98, 101, 102 and 106
  • Major routes 2, 7, 12, 14, 85, 86 and 118
  • Peak employment route 105
  • Van route 123
  • Early morning routes 824, 825, 830, 835, 837, and 873
Will operate evenings and mid-day only, outside of rush hours:
  • Routes 1, 3, 4, 5, 6, 8, 9, 16, 18, 87, 111, 112, 114, 115, 116 and 117.
  • Local black routes numbered 121-178
Will not operate:
  • Green express and rural express routes
  • Red rush hour routes other than 102 and 105.
Saturday & Sunday
All routes that normally run on weekends will operate at full service.​
