To take a photo in costco, you need a membership in advance. It costs around 60 bucks. In addition, I mentioned in other topics that Costco just gives the service of Canadian Passport photo. If you want other kinds of photo, sometime you will have some problem about size or color. One of my friends met such situation before. Just for reference
