Acanac or CIA DSL Internet Help?

I would like to switch to Acanac or CIA DSL replacing Rogers cable. Which one is better from QoS perspective? Will both of them host iTalkBB (VoIP) service well?

I was told that the dry-loop (from Bell) is required. Since I am not connected with Bell, will some Bell technician come in my place to connect wires in the main switch box in basement? Is this free for my order? Or else could anyone offer some help? I don't want to call Bell technician on my own as it may cost $.

They don't have to come but you have pay around $10/month for dry-loop.
