question about buying used car

if buying a car from privite seller, besides VIN package, is it an optional or a mandatory requirement for provinding safety-test and E-test from seller? How much cost for both of tests?

I read the ontario website, to register a motor vehilcle, it needs the buyer provides safety standards certificate, how does the buy getting safety standards certificate, does it come from safety-test result?

Poor questions, please advise.
