Usually,the weeping tiles should not have problem in just ten years.At least they can last 40,50 years. If all neighbours in this area have the same problem you can ask how they got it solved. you cann't spend 20K every 10 years.
Try to open the PVC cap and see what kind of water inside and listen if there is water dropping into the pipe when there is a heavy rain. Use some hot water to pour arond the pipe to see if it help you open the cap. Also try a bigger wrench. Get some gravel out first. Also u could give a little bit heat by using a torch.
If the white pipe belong to the basement drainage syetem(looks like there are some gravel around the pipe from your picture),you could dig a drainge well and install a water pump if you don't mind waste money and give it a try.
If the drange well plus water pump doesn't help you can think about the interior drain system. Get a company who can do interior drain system to compare the cost between interior and exterior drain system. and ask them which type is more feasible in this unusual case in your area.
