未满18岁的移民能申请美国签证. I got my son's 美国签证 10 years ago. Parents 担保 their children is OK. I think their policy could not be changed.
However,question is that 美国 can or cannot let you 做担保人搞签证 for your 弟弟. They usually onside that brother is a much different case as parents and their children. Maybe they need all documents to confirm you are guardian for your brother.
Better to check it (call or go to 美国签证 website).
