Good observation. The car never had any accident. It is a rusty spot under the left mirror. The reflection board was there until a couple of years ago when a piece of ice which slid off from my garage roof hit the board and broke it.
I would not repair or change the bumper, even there is a crack or scratch. I might look for a used mirror on the driver side and change it myself. That would be it. (I am not sure if the mirror has to be replaced before the car can pass the safety check. Just my guess, though.)
I took my car for the 200k km maintenance (meter reading 215k km, actually) last week, and the damage was $1,200 (just to change the timing belt, water pump, driving belts, two bearings, seals, gaskets, etc.).
So nothing can go wrong to buy a complete car with that amount of money.
