you don't have to paid for the offer. Not the lawyer to make the offer, but the agent will do it for you. You only need to pay for the lawyer fee when you actually buy the house, for the documentation (transfer of ownership).

If just for change of ownership, any commercial lawyer will do. It is very simple. Charge about $500. I think they have the guideline about the fees from the BAR association. If you want to make an offer for a house, you just ask the agent to do it for you, no charge will need since they will have very good commission from the seller.
