My lawyer told me that the builder did not register the title for me for my new house a week before the closing date. The lawyer told me that I still can move in but the house is not mine until the builder register from the city for me. They could not tell me how long shall I wait, but they told me to pay full lawyer fees and 20% of the downpayment before they could give the key to me. I made deposit more than 5% when I purchase the house.

Could I refuse to pay the rest 15% and the lawyer fee since he hasn't finished the buying transtraction for me?

I really appreciated that if anyone can give me some idea regarding this matter.

This happens a lot when you are buying from builders. It's called Interim Closing. I don't think you can get the keys without paying the balance due on closing; Sadly, they set the amount. As for the legal fees, for most law firms, you don't have to pay until the final closing; and make sure, they don't charge you for both the interim closing and the final closing.
