Sevaral things you need to look at when buying a used car:
1) tire tread - how much left?
2) brake - are they worn out? what is the percentage left?
3) timing belt - when was the last time got changed?
4) accident - Has the car involved into accident before?
5) lien search - does the car owning any money?
6) engine & transmission problem - Any known mechnical problem associated with the engine & transmission.
7) wheel alignment - does the car need wheel alignment? does the steering wheel feel shaky when driving on the road?
8) equipment functionality - are all the electrical equipment operated properly? - wiper, lights, door lock, and windows, heater & air conditioner.
9) rust - any rust on the body, are they acceptable?
10) oil leak in engine & CV joints - are there any leak?
11) muffle & exhaust - Any rust on the muffle & exhaust, especially
the drum.

A 200000km+ selling for 4k is a bit expensive.

Hope this help.

Not sure about the legal process of buying a car from private. I think all used cars need to be certified for safty before they can be transferred to the new owner's name in Ontario (i could be wrong, becasue I never bought a used car in Ontario before). That means you / or the seller need to take the car to the mechanic shop for safety check. I suggest you to take the initiative of taking the car to the mechanic for safty check before signing the deal; simply, you know if the mechanic shop is trustworth. Even if the governmrnt does not require safty check, you may still want to take the car to the mechanic shop for a check up, and ask the mechanic to look for possible problem. the cost is about $50 dollar.

Below is a link for Ontario Vehicle Licensing; it has all the information you need for buying a used vehicle from private party:
