You need a Costco card for any service in Costco except buy some food at a Costco restaurant.

Go to any Costco, ask membership, you can apply a Costco card. $50+tax per year for one normal member and his/her couple.

If just for a passport photo, Loblaws is also cheaper.

是换中国护照还是加拿大护照？中国护照照片你可以自己照，剪成两寸大小就行。加拿大护照照片要在照相馆照（因为要盖章）。其实在哪里照两张护照照片的价钱都差不了多少，用不着多跑路。
