I did try to negotiate with Tartan about the price, but they just did not do that because it is currently the sellers' market. I even mentioned their savings about the agent fee(I do not have an agent). They replied that the agent fee would not go to our pockets even they paid it to the agent. So, the easy way to get a little discount is to recruit an agent, who agrees to split the agent fee with you.
The phase 8 of Tartan sold quickly in August. I do not worry too much about the wetland for my case because my house would be located in the north of the village. It is far away from the existing wetland in the south.
