I asked Rogers give me a discount for Hi-speed bill in July. They gave me 10% discount and upgrade internet speed to 10 GB from 7 GB. The problem is my totall usage is suddenly high. it is excess the limited 60GB, so extra paid $10 in July. I checked my history I found I just use average 23GB each month before July. I can watch TV from website each weekend before. Now I'm never watch TV. I just check my usage everyday. I can't believe my upload usage is 2.5G yesterday. I just access some website in day and night time. I use wireless, but I set up password. Is it possible?

Firstly, there is a minor typo in your message, "speed to 10 MB from 7 MB", not "speed to 10 GB from 7 GB".

What kind of program you use to watch online TV or video? As far as I know, if it is PPS or alike, you are in a big trouble. When PPS is open, even you are not watching anything, PPS is downloading/uploading a huge amount of data to/from your computer. You can test the internet usage with/without PPS to see the difference.
Do you use Xunlei as your download tool? If the answer is Yes, this could be another reason. Same idea as PPS, if you leave your Xunlei open, it automatically transfers data from/to your machine, no matter you are downloading or not. You can test it by yourself.

Xunlei is still one of the best download tool. If you block the upload speed, you significantly reduce the download speed as well. The most efficient way for using Xunlei, from my own experience, once you done downloading, CLOSE it.
BTW, why stick with Rogers? There are tons of companies offering no-limit high speed internet whose download speed is faster than Rogers. Most importantly, Rogers is the most expensive one with the worse service.

下载国内的东西，可能用Xunlei比较好。不过，下载完了以后一定要把迅雷给关掉了，不然你是上载源了。

如果ISP有流量限制，一定要留意上载的量。现在很多P2P都是上载多，下载的少（平均而论）。
Thanks fix my mistake. I use PPLIVE or UUSEE watch online TV or moive directly sometimes. I think it is ok because I watch more at previous months. I'm sure my password is no problem. I don't have Xunlei, but my Easymule automatic running when my computer open. I never downloand movie or TV from the tool, but sometimes I just download some pdf files. Maybe it make my usage high too? I try close it when I open my computer tomorrow.

BTW, move all those downloaded files to a different folder where they cannot be accessed by EasyMule. Then, the uploading by EasyMule will be limited.
Of course, the best is NOT to run it at all when there is nothing to download.

Acanac, CIK, or many other DSL ISPs would be good choices. Hi-speed and No limit. I'm using CIK, $360/year with up to 7M download speed. The tested actual speed is 4.9M from my house. I used to use Rogers a while ago. it was offered by 5M but actual speed was 4 from my location. 4.9M real speed is fast enough. More importantly, NO LIMIT usage. The major purpose of internet is for fun not for worry.
Acanac can be even cheaper.
