what's wrong with it? It seems pretty standard job posting.

The purpose of this posting is to create a pool of candidates.

The HR will do the first few rounds of screening. And candidates must pass all the tests they required. Then there are few rounds of interview. Members of selection board will choose candidates based on the scores of all the tests and interviews. If they pass all these requirements, they may be in the pool.

Once they are in the pool, it becomes a waiting game. Managers can pick candidates from the pool, and there will be a final interview, if the manager does not like the candidate for whatever reason, the candidate still cannot get the job.

If you think they have someone in mind before post the position, that person still need to pass all the interviews and tests.
 
It is not funny at all. It is normal. The postal codes represent the vast area that is covered by the OTSO.

In order complete those courses, you don't need a degree, just go to university and choice this course and pass it.

But if you want to finish a diploma, you have to choice more courses and average 70%. Otherwise you can't get it.

The position is available to general public, which means, as you indicated, people who is still in the university and not yet receive their post-secondary degree is also qualified for such position.
high school = secondary school education
college / university = post-secondary school education
