From what I know (used to be true, not sure now) is company doesn't have to file for GST if it is less than two-three years old, so you close up and pocket the GST.
Probably these businesses are open solely for the purpose of fulfilling the requirement for the business immigration visa. In Toronto and Vancouver, there are lots of businesses, notably restaurants, who basically operate like an investment fund. Different investors, who need to fulfill the conditions on the business immigration visas, buy and sell their shares in these businesses once every 2 or 3 years, and hence the regular change of name.
