What is FPT? Loaf and bread didn't charge any tax, why are the traditional chinese food like Baozi, Sushi charged with additional tax?

Yes, I think, there should be tax on cooked Baozi, Sushi, etc. But there should be no tax ion them f you bought more than six units/packs.
