我的新房是walk-out,builder 说只有7尺9寸, 如果加高需要大笔银子，如不做，那位朋友知道未来装修有多大问题？

if you want to finish the basement in the future, high ceiling is lot better. say your ceiling is 7'9'', after finishing the basement, it would be lower about a foot, unless you don't mind having a low and squishy feel ceiling.

Why does the builder give you 7.9' instead of 8.1' ceiling ? Two inches of ceramic cost the builder nothing but they do not give you it. 8' ceiling is standard and so your basement ceiling is lower than the standard hight. If you do not feel well with that, you need to pay a lot for that.
