GRE/GMAT are for graduate level study or above.....
Most of time your requirement of GRE/GMAT score will be waived for your master degree study or beyond if you are obtained bachelor/master degree from the same university.

Thank you for the answer. My relative would like to apply master degree for Canadian University, she only had IELTS score without GRE/GMAT, this is why I would like to find out if she is able to apply now.
