如果我没搞错的话，这是指国家的一项政策，让所有的孩子都有幼儿园可上，托儿费家长也能交得起。欧洲几个国家就把幼儿园也放入义务教育范畴，而不像加拿大幼儿园位置不够或费用太高。所以民众就有了Universe childcare的呼声。

I'd been to the one in Kanata. It's just like an ordinary childcare center, but I found the way they decorate the room not as nice as some other ones I'd been to. For instance, the color of the room isn't that bright, so no contrast. Again, this was last year i went there, so they might have changed something, no idea. you have to see it yourself.
