就联合国海地牺牲人员纪念网页上没有中国人姓名向联合国发出询问后所得到的回答
我给联合国新闻部以及维和团新闻部发出的询问如下：（人名，邮箱号作了XXXX处理)

Dear Madam/Sir,
This puzzles me a lot.
In the MINUSTRAH Merorial site
http://wwwupdate.un.org/en/peacekeeping/missions/minustah/memoriam.shtml
there are more than 70 names listed as confirmed dead UN workers in Haiti.
But I could not find the names of 8 Chinese who died together with Mr. Hédi Annabi.
Some say this memorial list is for UN workers only. The Chinese were policemen, not UN workers.
But I find the names of Brazilian privates, Haiti police in the list. It seems that any UN personel who died in the earthquake are listed there except Chinese.
Can you tell me the reason please.

来函收悉。我们竭尽全力悼念1月12日死亡的全体朋友和同事。如为文职，通知其家属即可将姓名上网。如为军职或警职，则不仅需要通知其家属，还须征得其所在国的同意。目前尚有部分警员，包括中国警员，还须等待所在国的批准。希望我回答清楚了你的询，我们仍在为所在国的批准奔走，谢谢你的耐心等待。如还有问题，务请联系我，不要客气。

Further to your e-mail below, I would like to reassure you that we are trying our best to honour all our friends and colleagues who lost their lives on 12 January. In terms of civilian staff, we post their names after their families have been notified. For the military and police personnel, in addition to ensuring that the families have been notified, we also have to obtain clearances from the respective troop- and police contributing countries to release the names. In the case of a number of police officers, including the Chinese officers, we still have not received the clearance from the respective capitals. I hope this clarifies and we thank you for your patience while we work on obtaining these clearances. Please do not hesitate to contact me if you have any other questions or need more information.

另外，在地震中死亡的8名中国人员中有四名是地震前到访海地，他们不是联合国的维和人员，但其他4名属于中国派出的维和人员。
联合国的维和人员（包括军事人员、警察等）由成员国派出，履行联合国的维和使命，但他们不属于联合国聘用的工作人员。

两封回信证实了几个事实：
1。联合国悼念网页为哀悼全体联合国人员，不分文职还是军警，不分维和人员还是联合国聘用人员，均予以上网悼念。
2。中国死亡8人中，确实有4人不是维和人员。至于是不是公费旅游，见仁见智。
3。即使是确定的中国维和人员，仍然需要等待中国政府批准才予公布。
因此，4名非维和人员，永远不可能上榜。另外4名真正的维和人员，由于受牵连，也可能上不了榜。因为如果他们上榜了，人们就越发怀疑另外4人真的是公费旅游了。
