楼主说：“只是若要开到100公里/小时，转速得超出3000。”就是说他的车能开到100 km/h。另外，对９６年Camry的发动机，３０００转／分的转速，只能算中速，即便到３５００转，还有些加速的余地呢。所以，若只是按楼主说的，该是electronic overdrive的反应慢，没什么安全问题。
不知车子在２、３档换档的时候是否有滞后？若只在80km以上有问题，那就有可能是overdrive的毛病，电控部分该好好查查，这事儿就只能送到车行去做了。另外，下次再碰到这种事，稍松一下油门，看看是否能upshift。

There are valves in transmission are made of rubber. They worn and harden over the time. So they did not provide enough seal when they are cold, after warmed up, it softed and expanded a little. The problem go away.
It could not be fixed cheaply, you need to replace tran for it.
You could replace the tran oil, and add little additives which would soft the rubber. It should buy you some time. But this car is at end of its service life.
