网速问题

最近上cntv或ppl, 根本看不了视频，总是断断续续的。我用的是BELL，怀疑是网速问题，打了电话给BELL，人家说7M，没问题。上网去测试了一下网速，DOWNLOAD：1.7M; UPLOAN:0.39M. BELL 说是浏览器的事。

谁能帮帮忙？我是电脑盲来的。

Bell only guarantees the speed of 7Mbps between you and Bell, not outside.

为什么要晚上测？什么时候都应该是7MB

many reasons:

1. ur router may limite the speed
2. ur area has a high traffic at the time that u tested, adsl has a variable speed
3. u might be located really far from your adsl distribution server at ur local area... attentuation applies after 2km or something...

CO and user side negotiated, it depends on the configuration and the distance.
However, the test may be affected if it is night or day.
