Recently I changed my toilets. I do not recommend to buy dual-flush toilets. The reason is that the stuff inside the dual-flush toilets may be easier to break and is expensive to be replaced. Single-flush toilets can have dual-flush function if it is used properly. There is rebate program from provincial and federal governments. If your house was built before 1996(include 1996), you can get city rebate too.

If you change furnace, replace all toilets with new ones. The rebate will cover all costs of toilets.

It is not hard to change toilets by yourself. I did it by myself.
 
How can i get the rebate?
 
City will give you rebate for max two toilets. Link for this: http://www.ottawa.ca/residents/water/waterwise/programs/toilets/index_en.html
Note that your house has to be built before 1996(include 1996). Take pictures of your old toilets before you install you new ones.

For provincial and federal governments rebate you need auditing (auditing fee over $300). If you change toilets only, it may not worth auditing because you get about $130 rebate for one toilet from provincial and federal governments. Maybe adding insulation of your basement makes a bit sense to have auditing if you do not change your furnace.
