好象还没找到答案, 澄清几个问题.
1 水温是一天比一天冷. 不是刚打开的时候热, 洗洗就冷了.
2 任何时候, 热水TANK里面出来的水都很烫, 只是经过了那个VALVE以后就冷了.

如果阀门之前的水管一直比较烫,基本上肯定是阀门有问题。

When your husband replaced that mixing valve [it would help me if I knew the brand of fixture, like Moen or Delta] did he notice if there was any debris blocking the hot side of that cartridge?
I have dealt with a lot of similar problems with guest bathrooms in my neighboring town of Carefree. Certain times of year here, people have visitors, so their guest bathrooms are also only used on occasion.
Our water here is high in mineral content and the mineral build-up can often cause Moen cartridges to freeze shut if they aren't used frequently, for example.
It sounds like you may have some build-up of scale [the remnants remaining from minerals in the water] in your water heater. You may have to replace that mixing valve again, or maybe just take it out and see if it's blocked on the hot side. If there are seats and springs inside [like Delta] see if some debris has blocked the water coming in.
I've gotten into fixtures and found pieces of scale, like little white flakes, jammed into the openings. Once you get this cleared out, you probably ought to run the water from time to time in that tub/shower to keep the particles flowing so they don't accumulate.
As far as the water heater, if you have a lot of minerals in your water, the elements [if it's electric] will attract scale, and the pieces drop off and collect in the bottom of the tank. I'll scrape out as much as I can when I replace a bottom element, but it's almost impossible to remove it all.
With a gas water heater, there's no way to remove it, so it's in there for the duration. Hope this helped!
